Born in St. Louis, Missouri, Jack's early years were shaped by his father's military career, earning him the affectionate title of 'army brat.' His family journeyed across the United States and spent three years in Japan before putting down roots near Ft. Benjamin Harrison in Indianapolis, Indiana. Jack excelled academically, earning honors upon graduating from Lawrence Central High School in 1968 and later completing his studies at Indiana University in 1972. Throughout his life, he embodied a playful wit, deep affection for cats and dogs, and a profound commitment to supporting those around him.

- Jack shared 51 joyful years with his devoted wife, Martha Jo Craig Clancy. He was a cherished brother to Marilyn Clancy Soulsburg, Sara Jane Clancy, and Tom Clancy, while also staying closely connected to sisters-in-law Margaret Hillery and Nancy (Curt) Jacobs, brother-in-law John Craig, and numerous nieces and nephews including Greg Soulsburg, Morgan Clancy, Stacy Marie Soulsburg, Ruby Jacobs, and Connor Jacobs.
